01 - Czech & EU Aviation Regulatory Advice
I advise domestic and foreign airlines on regulatory requirements affecting their operations in the Czech Republic. My support ranges from a focused legal opinion on a specific obligation to a broader review of the airline's compliance arrangements.
Each instruction starts with the carrier's operating model, the relevant jurisdiction and the decision that needs to be made. I identify the applicable requirements, the responsible authority and the legal risks requiring action.
Where the matter also involves technical or operational questions, I work with the airline's relevant specialists to connect the legal analysis with the underlying facts.
02 - Compliance Reviews & Implementation
I review selected policies, procedures and records against the applicable legal requirements. The scope is agreed in advance, with findings translated into priorities, responsibilities and practical next steps.
Regulatory Mapping
I identify the obligations relevant to the agreed scope, including applicable legislation, licence conditions, notifications and reporting requirements. The review distinguishes legal duties from guidance and internal policy choices.
Gap Assessment
I assess existing documents and procedures, identify missing or inconsistent elements and evaluate the associated legal exposure. Findings are prioritised by significance, urgency and their potential effect on operations.
Practical Implementation
I help translate the findings into revised policies, internal responsibilities and an implementation plan. The aim is to make compliance requirements workable and supported by appropriate records.
03 - Representation before Czech Aviation Authorities
I assist airlines in dealings with the Civil Aviation Authority of the Czech Republic and other competent Czech authorities. This includes preparing submissions, responding to information requests and providing legal support during inspections and regulatory proceedings.
When an authority raises a concern, I assess the alleged non-compliance, the supporting evidence, the procedural position and the available response. I help prepare representations and corrective-action proposals without treating every finding as either automatically justified or necessarily contestable.
Where an adverse decision is issued, I assess the available administrative remedies and, where appropriate, judicial review. Throughout the matter, I keep the carrier's legal position and operational priorities in view.
04 - Licensing, Market Access & Airline Changes
I provide legal support on requirements relevant to entering the Czech market or changing existing airline operations. The assessment reflects the carrier's licensing jurisdiction, operating model and proposed activity.
Operating Licences
I advise on operating-licence requirements and conditions, supporting documentation and the legal aspects of applications or amendments. Technical certification matters are addressed with the airline's qualified specialists.
Foreign Carrier Permissions
I assess traffic-rights and permit requirements for non-EU carriers, including the relationship between Czech permissions and any required EASA Third Country Operator authorisation.
Ownership & Operational Changes
I review proposed ownership changes, restructuring and leasing arrangements for notification, approval and ongoing compliance implications. The objective is to identify regulatory requirements before implementation.
05 - Passenger-Facing Compliance & Regulatory Complaints
I advise airlines on the legal requirements affecting passenger information, fare presentation, booking processes, conditions of carriage and complaint-handling procedures. This includes reviewing the carrier's approach to disruption-related obligations and the rights of passengers with disabilities or reduced mobility.
My focus is on how these requirements are reflected in policies, customer communications and the allocation of responsibilities between the airline and its service providers. I also assist with responses to regulatory enquiries concerning these arrangements.

06 - External Legal Support for Airline Compliance
My airline-sector experience includes work in data protection and cybersecurity governance at Smartwings and Czech Airlines. This provides practical insight into internal responsibilities, management reporting and the implementation of compliance requirements.
